Improve model card: Add HF paper link, abstract, repo/project links, and tags

This PR enhances the model card for Qwen3-4B-SafeRL by:
- Updating the paper link to the official Hugging Face Papers page: Qwen3Guard Technical Report.
- Including the paper's abstract to provide a better overview of the research.
- Adding explicit links to the main Qwen3Guard GitHub repository and the Qwen Chat project page for easier access to resources.
- Introducing additional tags (
safety,guardrail,multilingual,instruction-following) to better categorize and improve the discoverability of this safety-aligned model on the Hugging Face Hub. - Ensuring internal links to the technical report within the model card point to the new Hugging Face Papers page for consistency.
