Turn PR mentions in agent messages (PR #7, bare #13, slash-lists #62/#63/#64) into clickable chips linking to the knowledge-base dataset's /discussions/.

Implemented as a third TreeWalker linkifier (linkPRRefsInHtml) mirroring the existing @mention and artifact-ref linkifiers, slotted into renderMarkdownInline; adds a monospace .pr-ref chip so #N reads distinctly from @mentions .

Skips numbers inside code/pre/links, decimals (0.02), hex colors (#0f3787), 5+ digit numbers, and mid-token digits (x#42). No-ops until the wiki dataset is known, so it never emits a broken link.

Verified against the live board (200 messages, ~300 refs): every #N resolved to a real PR, zero false positives.
